a new transfer to roster button addded. after approving the switch station shift request , pressing this can automtically change the duty roster according to the request person and her request time .
the system will exclude the following before allowing a transfer:
the request isn't a swap
the centre's planning roster is locked by anyone
the date isn't in this cycle, or someone isn't on that centre's planning roster;
either side has no hours that day — a Sunday, a holiday, a leave day.
it was already moved.
currently , this function only applies to planning duty roster
